The incumbent Preseidnt Nagorno Karabagh (NKR), Arkady Ghukasyan, sees the head of National Security Services Bako Sahakyan as NKR’s next president. He has noted this during his meeting with students at the Armenian-Russian State University. Talking on the present stage of negotiations during the lecture entitled ‘NKR Settlement Prospective’, he noted that the unconstructive policy and warlike announcements of Azerbaijan’s authorities hinder the efforts of international mediators, first and foremost that of the OSCE Minsk Group, in settling the Karabagh conflict. For this reason the Minsk Group cannot carryout the negotiation process in Budapest according to its guidelines. Ghukasyan has stated that to prevent Baku’s activities and efforts in constantly presenting Armenia as an aggressor, it is necessary for Stepanakert to return to the negotiation table. According to the President, in continuing to hold talks with Yerevan, Azerbaijan is not interested in settling the conflict. According to him, if the situation does not change in the settlement process, then NKR will apply to the international community for recognition. At the same time Arkady Ghukasyan considers the recent visit of Azeri intellectuals to NKR as a positive sign, noting that such steps will have a positive influence on the negotiation process.

“Unfortunately the OSCE Minsk Group, which clearly comprehends the situation and knows who the legitimate and factual party of the negotiation process is, is distancing itself from discussing the issue, conceding to Azerbaijan’s whims. I think that the present guideline does not have a future without the participation of NKR. What concerns the issue of compromises, I believe they must be mutual.”
